Lokapala

The people of Lokapala and their relationship with Roland.

Fred

Roland's adopted son and Greg's biological child. He seems like a happy and optimistic boy, despite the conditions he's living in and the constant threat of the Society. He loves his foster father, and the feeling is certainly mutual, but it's obvious that at the same time he wished Roland would get off his ass, put down the bottle, and do something constructive for a change.

Greg

Roland's best friend. Not much is said about him in the game, aside from the fact that he led the Lokapala before Roland—in fact, he probably founded the rebel group—that he's Fred's father, and that he died when Roland turned his back on him to save himself.

Greg's death is what left Roland in charge of the Lokapala, and also what drove Roland to drink, as he can't shake off the shame and guilt of having left his best friend to die to save his own life. God knows what he must have thought when he learned about Lupa.

Adil

Nothing is ever said about Adil's past. When we meet him, he seems to be Roland's right-hand man; in fact, seeing the way he is the one to actually give the command to open the gate to let the Embryon in, provides them with supplies and indicate the way to Karma City, he seems to be the most proactive member of a two-headed leadership.

Roland seems to trust Adil entirely, leaving him in charge of operations; the feeling is obvious mutual, maybe even stronger on Adil's side, because for all his, well, his bitching about "the AIs", the man-eating demons, Roland's transformation into Indra, and "what is the world coming to?", he never once shows any sign of rebellion, treachery, or even unwillingness to follow Roland straight into Hell—which happens nearly as soon as the Lokapala begins to make things happen.
